Why Are Tolkien's Elves So Damn Welsh?

I find Tolkien's methodology in how he wrote his stories and developed his languages fascinating. I know that in the UK there are biases against certain dialectcs ie Eccelston had to hide his natural accent to play the 9th Doctor and Tennant had to hide his Scottish accent. Do you think the fact that Tolkien was born in SA and not the UK itself made him less ssueptable to those prejudices and biases?
