Here's a synopsis for episode four:

The fight against PhiCorp takes the Torchwood team to California, where a trap is waiting, while Oswald and Jilly find themselves with an enemy of their own.

Mekhi Phifer explains Rex Matheson's story on the show:

"There is an arc that takes place. Obviously we start out and he's in extreme opposition to Torchwood. I don't trust them. I don't like them. I think they're idiots. But, oh man, I need to know what the hell's going on with this miracle stuff. So obviously, as the series goes on, I do become a part of Torchwood. We start in opposition, but then we do start to see eye to eye. Nothing corny. Not straightaway. There's no love fest going on. But we do become part of the same energy because of circumstances that we're in. I don't want to spoil anything but I don't just stay CIA. No."

Warren Christie discusses his character's larger backstory:

"Cameron is a guy who we meet in the pilot, he's had a bit of a run of bad luck: He's divorced, his son doesn't want to spend too much time with him, he's a recovering alcoholic. He doesn't want to be anybody's hero, and he's painted himself into a corner with his life. He's had so many ups and downs - and recently so many more downs than anything else - that he isolated himself."

Elsewhere, Christie explains what appeals to him about Cameron's upcoming journey:

It's not just the fact that there's these stunts, a lot of running and different things like that, but it's the nature of what happens and the beauty of it is that because Cameron when he first comes into the group doesn't really understand his abilities or know what it is or even recognize it. Because of that each week as he works with Dr. Rosen, it's growing and it's enhancing and he's learning how to control it, but it's also spreading off into other different areas and he's really trying to learn how to control it. So that means each week that he can do a little bit more and can help a little bit more and exciting and fun. So, it's been a lot of fun for that side of it.

He also offered this cryptic hint about possible romances on the show, although he did confirm that he and Ryan Cartwright's Gary Bell will not get together:

people's lives start to intertwine. Certain things happen and it's not always necessarily love or a love interest, but certain things can happen along the way. We have so many incredible guest stars that are popping in out and as well and as we peel things open and we see more and more about these characters lives we'll see people popping in and out.
