I kinda recall in earlier Trek Movies and in NextGen, San Fran was depicted as rolled back to a much more naturalistic, low-rise, futuristic suburbia. Someone had moved all the skyscrapers out, living only the Golden Gate.
Actually most Treks, until now I guess, often showed us a mostly uncrowded, futuristic yet kinda rural Earth—Picard walking among grape vineyards and stuff. It was as if most of the population abandoned Earth for space and they reclaimed land and restored wildlife.
